Oh gosh, that's really dispiriting! I'm no legal expert, but I think libraries could make a VERY strong case for DMCA exemptions for the kinds of purposes you mention here. In fairness, though, it would depend on a small group of librarians a) finding someone (whether the EFF or specific copyright-activist lawyers) willing to write up the proposals in lawyer-speak, and b) preparing to testify about the importance of the proposal; those are not small hurdles.

Which just comes back to your main point: Hurrah for the OTW's legal team! We are SO LUCKY to have an organization that prioritizes and supports this kind of work by pooling the necessary expertise of a variety of people. I am both proud and grateful to play a small part on the team of badass fangirls who make this happen every three years.
